full [entire, complete] responsibility.

●全責任を負う assume [bear, shoulder] full responsibility 《for…》; accept complete responsibility 《for…》; 〔責めを負う〕 assume [take] all the blame 《for…》; take full responsibility 《for…》.

●全責任は政府にある. The government is entirely to blame. | It is entirely the government's fault. | Responsibility 《for…》 rests solely with the government.
